Workforce Program Manager

POSITION OVERVIEW

The Workforce Program Manager is a full-time, professional position that will serve as part of the workforce development team. Primary responsibilities include the successful operation of pre-apprenticeship programs relating to the Climate Pollution Reduction Grant (CPRG) and pre-apprenticeship programs in a K-12/CTE setting(s) in Northeast Ohio. The Workforce Program Manager will supervise program staff, design, and operate workforce programming, ensure quality services are delivered to stakeholders, and collaborate with partners.

QUALIFICATIONS

Experience

Must have 2+ years of experience with proficiency in following areas:

  • Workforce development
  • Stakeholder management
  • Staff management

Prefer experience in the following areas:

  • Software: Microsoft 365, Teams, Dynamics 365, SharePoint, OneDrive
  • Grant management
  • Manufacturing and Renewable Energy

Education

  • Bachelor's Degree in relevant field
  • Bachelor's Degree can be substituted for at least 5+ years of experience in related field/industry

Personal Characteristics

  • Strong program development and implementation skills preferred

RESPONSIBILITIES

  • Within the context of our Entrepreneur's Operating System (EOS or 'Traction'), this person is accountable for the activities of the people working in these programs. This accountability role requires facilitating one-on-ones, team meetings, as well as quarterly goal planning, at a minimum.
  • Responsible for the supervision and development of program staff.
  • Design and implement pre-apprenticeship programs in Northeast Ohio, primarily in the commercial/industry construction, renewable energy, and manufacturing industries.
  • Develop and maintain strong relationships with stakeholders involved in the pre-apprenticeship programs and other experts to meet program standards and develop new programs to meet employer need.
  • Foster relationships with industry, unions, and associations to support the work of the CPRG and ensure alignment between training of talent and needs of industry.
  • Collaborate and provide cross-referrals with other programs within the workforce department and Manufacturing Works to support the efforts and overall mission.
  • Ensure timely program results, data management, and completion of all program documentation in compliance with all stakeholders and grant requirements.
  • Responsibilities also include budget and contract management, grant requests, program reports for funders, and quality assurance.
  • Attend and participate in any meetings, subgroups, peer to peer tables, and community of practice groups that are related to the work.
  • Support Manufacturing Works' objectives to retain and grow a healthy Northeast Ohio manufacturing base, as well as other aspects of the organization's mission.
  • Other responsibilities and duties as assigned.

COMPENSATION

Manufacturing Works offers competitive compensation and benefits, including retirement options, medical benefits, personal time off, and professional development.

Salary range: $70,000 to $78,000

  • Software: Microsoft 365, Teams, Dynamics 365, SharePoint, OneDrive
  • Pre-apprenticeship and apprenticeship programs
  • Manufacturing
  • Experience in vocational education or K-12 setting

Education

  • Bachelor's Degree in relevant field
  • Bachelor's Degree can be substituted for at least 3+ years of experience in related field/industry

Personal Characteristics

RESPONSIBILITIES

  • Support the design and implementation of pre-apprenticeship programs in Lorain, Erie, and Huron Counties, primarily in the manufacturing, renewable energy, semiconductor, and advanced manufacturing industries.
  • Develop and maintain strong relationships with stakeholders involved in the pre-apprenticeship programs and other experts to meet program standards and develop new programs to meet employer need.
  • Recruit and enroll students and individuals into WorkAdvance Program, work-based learning activities, and pre-apprenticeship program.
  • Facilitate and organize work-based learning activities with partner schools, organizations, and industry including registering K-12/CTE schools as pre-apprenticeship programs through Ohio State Apprenticeship Council and comply with all standards and policies.
  • Facilitate career coaching curriculum for tours, guest speakers, job shadows, and internships.
  • Connect job seekers with good jobs and develop a strong employer network while focusing on placement and advanced opportunities.
  • Provide support to employers with talent planning, workforce needs, and educational opportunities.
  • Engage MW members and affiliates with program(s).
  • Build opportunities to matriculate from a pre-apprenticeship program to a registered apprenticeship program.
  • Collaborate and provide cross-referrals with other programs within the workforce department and Manufacturing Works to support the efforts and overall mission.
  • Ensure timely program results, data management, and completion of all program documentation in compliance with all stakeholders and grant requirements.
  • Support Manufacturing Works' objectives to retain and grow a healthy Northeast Ohio manufacturing base, as well as other aspects of the organization's mission.
  • Other responsibilities and duties as assigned.

COMPENSATION
